What's the Weather Like?

Today was a nice day. Warming up a bit, coming out of the winter weather and into spring. Right now, at 7:26 pm on Tuesday, March 27 the weather is:

It is 11 degrees. Is this shorts weather? It's like we Canadians can't wait to pack away the pants and crack out the shorts on a nice day. If it was early October and 11 degrees we would be complaining about how cold it is and pulling out our winter coats not wearing tank tops and shorts!
